Complete Streets are streets for everyone. They are designed and operated to enable safe access for all users, including pedestrians, bicyclists, motorists and transit riders of all ages and abilities.

To create Complete Streets that are safe and efficient, roads need to be planned, designed, and operated utilizing the appropriate infrastructure for each community. These might include streetscapes and sidewalks, bus lanes and public transportation stops, bicycle lanes, curb extensions, median islands or pedestrian signals.

The U.S. Department of Transportation says Complete Streets implementations offer multiple health benefits for local communities:

  • Address chronic disease (e.g., asthma, diabetes, heart disease)

  • Increase physical activity

  • Improve safety

  • Reduce human exposure to transportation-related emissions

  • Reduce motor vehicle-related injuries and fatalities

  • Reduce transportation's contribution to air pollution

Rockland County has an Executive Order championing Complete Streets in addition to eight other jurisdictions in the county (Clarkstown, Haverstraw, Nyack, Orangetown, Piermont, Ramapo, Spring Valley, and West Haverstraw) which have enacted Complete Streets resolutions.
